Reading the “Port of Osaka” Magazine (Part 2) Changes in the Nanko Land Development Project
The Nanko Reclaimed Land has played a central role in the Port of Osaka and has become an important area for the city of Osaka, with a concentration of port functions such as wharves and sheds, urban facilities such as roads and parks, and urban functions such as housing and industry. In this issue, we would like to introduce some of the contributions we made to the newspaper “Osaka Port” regarding the reclamation of Nanko.
The author is Mr. Masaaki Kiyama, Port and Harbor Bureau, Osaka City. The subtitle of the first issue was “Earth morning in Osaka South Port” and the second and subsequent issues were “Earth moving. The expressions “Dawn of Nanko” to “moving ground” show the witty side of the artist. According to him, he was told at the time that writing the word “moving” would create a negative image of the landfill site.
In this book, he describes the historical and economic background of the Nanko landfill, and outlines the changes in port planning in an easy-to-understand manner. The book is also an easy-to-read explanation of the geology of Osaka Port, its formation process, soft ground improvement methods, and other technical aspects, with humorous stories from the author's own experience. The construction and operation of the Nanko Container Terminal, Nanko Port Town, and Nanko Beach are also described and explained in detail, giving the reader a sense of the actual site. The role of the Osaka Port Nanko Land Development Project as a pioneer in postwar reclaimed land development and land use in Japan is well illustrated. In his 11th article in the series, Author Kiyama commented, “The ground improvement method using drainage wells and vertical drains is the result of the wisdom of our predecessors, who brilliantly reversed the ground subsidence caused by pumping up groundwater that once drove the Port of Osaka into oblivion.
He also warned us that “unless we, the engineers involved in port construction, make efforts to pursue so-called technology assessment, in which we question the state of technology from a broader and higher perspective, it will be difficult to keep up with the rapid changes in the world” in 1989.
He passed away this past September, but we are sure that he is still watching over the Port of Osaka from the other side of the world. At the end of the eight-part series, he wrote, “Needless to say, human life is precious, but I cannot help but feel keenly that it is also very fleeting.

情報誌“大阪港”を読む（その２）南港土地造成事業の変遷
大阪市港湾局 木山正明
戦後、南港の埋立が再開されて早６６年となり、この間1000haにも及ぶ南港埋立地は、大阪港の中核的役割を担い、何もない海面から今や、岸壁、上屋などの港湾機能、道路、公園などの都市施設、住宅、産業の都市機能の集積が図られ、大阪市にとっても重要な地域になっている。今回はこの南港埋立に関する、情報紙“大阪港”への寄稿文を紹介したい。
１９８６年～１９８９年（No.170～No.180）南港土地造成事業の変遷（１）～（１３） 著者：大阪市港湾局 木山正明氏 である。副題が第１回のみEarth morning in Osaka South Port で２回目以降はEarth
moving～としていて、”南港の夜明け“から”動く地面“といった表現で、同氏のウィットに富んだ一面を感じさせられる。同氏の話では、”moving”と書いたことで、埋立地のマイナスイメージになると当時言われたとのこと。
この中では、南港埋立について、その歴史的背景、経済的背景の記述をまじえながら、港湾計画の変遷もわかりやすく概括している。また大阪港の地盤やその形成過程、軟弱地盤改良方法など、技術的面についても、筆者のユーモアあふれる体験談を交えて解説されていて読みやすい内容になっている。南港コンテナターミナル、南港ポートタウン、南港海水浴場の建設、運営についても詳細な記述、解説があり現場感があふれている。大阪港南港土地造成事業が、戦後の日本の埋立地の造成、土地利用の先駆者として果たした役割がよくわかる。同氏は第１１回連載において「排水井戸と鉛直ドレーンを用いた地盤改良工法がかつて大阪港を廃港にまで追いやろうとした、地下水の汲み上げによる地盤沈下の経験を見事なまでに逆手にとった先輩諸氏の叡智の賜物といえる」と感想を述べている。
また「我々港湾工事に携わる技術者もより広い、高い視野からその技術のあり方を問う、いわゆるテクノロジーアセスメントを追求する努力をしない限り、世の中の変化の速さについていくことがむずかしくなってくるのではあるまいか」と1989年の時代に警笛を鳴らしてくれている。
同氏はこの9月にこの世を去ったが、あの世で大阪港を見守り続けてくれているのではないだろうか。最後に連載８回の終わりに「人間の命はいうまでもなく尊いものであるが、しかし、それはあまりにもはかないものだと痛感せざるを得ない」と書き残している。
